PROPER is an annual program implemented by the Ministry of Environment and Forestry in the form of an evaluation of business actors or activities or industries in terms of compliance with environmental management regulations, efficient use of resources, protection of biodiversity and community development. PROPER is implemented annually to find out how the company implements and complies in running its business and is focused on the company's operations related to the environment.

PROPER is evaluated by the Ministry of Environment with the evaluation results in the form of PROPER ratings which are divided into 5 ratings, namely Black, Red, Blue, Green, and Gold.
1. Black Rating is given to business actors or industries that do not comply with environmental regulations at all and do not carry out environmental management in accordance with the requirements.
2. Red Rating is given to business actors or industries that do not comply with environmental regulations and are still lacking in environmental management in accordance with the requirements.
3. Blue Rating is given to business actors or industries that have complied with environmental regulations and have carried out environmental management in accordance with the requirements.
4. Green Rating is given to business actors or industries that not only comply with environmental regulations and have carried out environmental management in accordance with the requirements. However, they have carried out natural resource efficiency, biodiversity protection and community development.
5. Gold Rating is given to business actors or industries that have been able to obtain very satisfactory results in natural resource efficiency activities, biodiversity protection and community development.
There are two things that can be noted between PROPER and PERMEN PCBs, namely Ranking. In Article 33 (2) a of Permen LHK Number 1 of 2021 concerning the Company Performance Rating Assessment Program in Environmental Management, it is stated that the blue category, "... is given to PROPER participants who have made environmental management efforts in accordance with the provisions of laws and regulations". This means that according to this Article, the requirement to get a blue rating is that all provisions of laws and regulations must be met. Because PCBs management has been regulated in Permen Number P.29, this provision should be met.
There are several industrial sectors or business actors producing PCBs that are required to carry out a series of PROPER PCBs, namely special industrial entrepreneurs, infrastructure entrepreneurs, transportation service entrepreneurs, power generation industries, manufacturing industries, and mining industries. For industrial actors who produce PCBs waste, they must fulfill the obligation to manage PCBs as a requirement to obtain Blue PROPER. Several document assessment series that are required to achieve the assessment as an industry with a Blue PROPER award include:
1. Visual test results, rapid tests, and/or laboratory test result certification
2. Retrofilling Minutes
3. Rapid test results or laboratory test result certification for dielectric oil that has been retrofilled
4. Documentation of PCB storage location and Transformer Location Coordinates
5. Electronic reporting receipt
6. Proof of cooperation contract between PCB producers and management services
7. PCB processing log book carried out every month
The aspects of the PROPER PCBs assessment include: PCB Identification and PCB Management Aspects (PCB Storage Aspects, Retrofilling Aspects, PCB Reporting Aspects, and PCB Processing Aspects). These assessment aspects will later be used as guidelines to complete the data required as one of the documents that will be submitted to the Ministry of Environment and Forestry for this PROPER PCBs assessment.
