PCBs, have been widely used worldwide for about 50 years as insulation in transformers and other electrical equipment (1927, first industrial application by Swan USA).
The lack of reliable, early studies allowed its application on a very large scale, until the dramatic events of the 1970s and 1980s led to the "ban".
The use of PCBs has been restricted for years and banned for use in new transformers by IARC*, the international agency for cancer research, a United Nations agency. The IARC changed the classification of PCB agents from Group 2A to Group 1. This means that PCBs, previously considered "possibly carcinogenic", are now among agents that are "carcinogenic to humans".
Nevertheless, a large number of PCB-contaminated transformers are still operating. It is a legal obligation for industry and power plants to detect the presence of PCBs in transformer oil. Therefore, there is a need for complete information regarding the new direction of the correct PCBs management policy in electrical transformers and capacitors in Indonesia.
